E3-India Model

I have been a senior advisor of the E3-India Model, a state-level economy, energy, and environment model of India, in collaboration with the Regulatory Assistance Project (RAP), Vermont, USA and Cambridge Econometrics, UK. In this capacity, I undertook the database development, compilation and validation of regional Input-Output (I-O) tables for 32 states and union territories for the first time in India, which has immense significance for policy formulation.

While it is widely acknowledged that policy intervention at the sub-national level is pivotal to quantifying the direct and indirect benefits and their distribution across states, economic sectors and income groups, no comprehensive tool was available to conduct the regional policy impact assessment studies. To this end, in 2016, RAP contacted me for the ambitious E3-India project to provide high-level inputs and lead the India team for the regional I-O construction.

E3-India is an integrated macro-econometric dynamic simulation model based on the Keynes-Leontief-Klein (KLK) framework for evidence-based policymaking in India. Developed with transparency and ease of access in mind, the model helps policymakers understand the implications of the country鈥檚 energy transition and the distribution of the benefits and costs across states. The E3-India model is based on a long tradition of modelling tools that can be traced back to the work of the Cambridge Growth Projects at the University of Cambridge in the 1960s.

The findings of this work were presented at various international conferences at Glasgow, MIT, and Cambridge. This work culminated in my latest book, 鈥淓conomy-Wide Assessment of Regional Policies in India: Applications of E3 India Model鈥, published in December 2021 by Palgrave Macmillan, USA. The book explains how the state economies interact with their energy demands and supplies at a detailed sectoral level. It includes a range of sectoral analyses covering agriculture & food, the digital economy, automobiles, capital goods and energy. The combination of this book and the E3-India model provides a solid platform for developing a low-carbon, sustainable pathway to future prosperity in India which is of interest for researchers and policymakers alike.
