2023 Evaluation Capacity Case Challenge

The inaugural edition of the Evaluation Capacity Case Challenge (EC3)took place at the Max Bell School of Public Policy on April 28th and 29th, 2023 (in-person and online). The Case Site selected for 2023 was the City of Kingston. They tasked the four teams with the following challenge question,

"As a municipality, we have an obligation to evaluate programs, engage with residents, and use resulting insights to enhance the quality of life for everyone who works, lives, visits, or plays in the City of Kingston. How can we build an organizational culture where evaluative questioning is embedded in our everyday work, barriers to engaging in evaluation are addressed, and evaluative insights are used to inform decisions and promote equality?"
