[En anglais seulement] What happens when government under-performance is enhanced by aid donor under-performance?  The way to counter this compounded failure is stunningly simple; ask the people. But this is conveniently ignored by policymakers. This workshop is meant to critically discuss the interplay of both these approaches with reference to a case study of 'access to water' in Pakistan's metropolitan city of Karachi, and draw lessons for policy change.
