Cannabis legalization and private enterprise in Quebec

This summer, the Quebec government will be running consultations into how legalized cannabis will be sold in Quebec. For Ottawa, the aim is that the provinces will regulate sales, hopefully with public health as the ultimate goal.
According to an op-ed in Le Devoir, partly penned by Desautels professor Kenneth Lester, the trick now is to keep control of the market within the state鈥檚 wheelhouse, rather than letting lobbyists and private enterprise grab hold. The authors say that it is crucial that profits go towards public health and safety efforts, rather than being used to further grow sales.
